Restrictions on Foreign-Licensed Drivers Operating Cornell Vehicles

Driver Eligibility: Use of Foreign Driver’s Licenses

To ensure compliance with New York State law, university insurance requirements, and safety protocols, individuals with foreign driver’s licenses are not permitted to operate Cornell-owned, rented, or leased vehicles.

Foreign driver’s licenses are not accepted for the following reasons:

  1. Legal Compliance: New York State law requires residents, including employees and students, to obtain a New York State driver’s license within 30 days of establishing residency. Driving on a foreign license beyond this period is not permitted.
  2. Insurance Limitations: University vehicle insurance policies typically do not cover drivers who hold foreign licenses. This may result in the denial of coverage in the event of a claim.
  3. Driving Record Verification: The university conducts driving history checks for authorized drivers. This process cannot be completed with non-U.S. licenses, which limits our ability to assess risk.
  4. Safety and Risk Management: Licensing standards and driving laws vary internationally. A valid U.S. license ensures that drivers are familiar with domestic road rules, vehicle operation standards, and local traffic conditions.

Cornell community members who wish to drive university vehicles must possess a valid U.S. driver’s license—preferably a New York State license—and complete all required authorization processes through Transportation Services.
