Travel to War-Risk, Restricted, or Elevated-Risk Countries
Coverage Overview
Insurance providers may classify certain countries or regions as “Restricted”, “Elevated Risk”, or “War Risk” due to conflict, political instability, or security threats. These classifications may differ from U.S. Department of State advisories.
- Cornell’s coverage includes most international destinations.
- Specific exclusions and conditions apply for Restricted, Elevated, or War Risk countries
- Coverage eligibility requires registration in the Cornell International Travel Registry.
- Standard coverage includes urgent and emergency medical care only.
- Preventive care and treatment of pre-existing conditions are not covered.
Excluded Countries
The Current Cornell Travel insurance does not apply to the following destinations:
- United States, Israel (Occupied Territories only), Yemen, Belarus
- Afghanistan, Iran, Iraq, Libya, Syria
- Mali, Somalia, South Sudan, Sudan
- Traveler’s country of residence
High-Risk Destinations – Optional Coverage Available
Travel to these high-risk destinations is not covered under the standard policy. However, coverage may be available for an additional per-person, per-day premium, subject to approval by the insurance company. These destinations include:
Israel (excluding Occupied Territories), Chad, Democratic Republic of the Congo (DRC), Lebanon, Russia, and Venezuela.
Note: Coverage and services in some countries may be limited or unavailable due to current sanctions.
Restricted/Elevated War Risk Benefits
Additional benefits available under a separate endorsement include:
- Medical accident and sickness
- Medical evacuation
- Repatriation of remains
- Accidental death and dismemberment
Security evacuation is NOT covered. Departments and travelers must plan independently and should assess risk and arrange coverage independently if needed.
International SOS is available 24/7 for coordination and support, but costs associated with security evacuations will not be reimbursed.
Travel Authorization Requirements
- Travel to these destinations should be reviewed and approved by the Department Chair/Dean
- Authorization required for both travel and any additional insurance premiums
- Faculty/staff must verify Workers’ Compensation coverage, which is not automatic for these destinations
- Departments must request Workers’ Compensation coverage for faculty and staff traveling to high-risk destinations by contacting Cornell’s Risk Management office.

Important Coverage Notes
- Security evacuations are excluded; optional coverage must be purchased.
- Dependents are not covered under the blanket policy.
- Generally, Faculty/staff are automatically covered for medical benefits. Please check with your individual health insurance plan to confirm coverage.
- Students must complete a pre-trip questionnaire and obtain approval.
- Employees do not need to complete a pre-trip questionnaire.
All faculty and staff are required to register their Cornell-related international travel in the Cornell International Travel Registry, regardless of destination. Faculty or staff traveling with students to Elevated Risk, Restricted, or War Risk destinations must complete an ITART petition as part of the approval process. Students must register their travel and complete any required ITART petition before approval is granted. Additional information and access to travel registration and ITART resources are available at global.cornell.edu.
Department Responsibilities
- Review and approve travel requests.
- Authorize payment for additional premiums.
- Ensure Workers’ Compensation is purchased for faculty/staff.
- Confirm travelers complete required questionnaires and approvals.
- Plan for emergency contingencies and evacuation coverage.
Student Health Plan (SHP) – International Coverage
Cornell’s Student Health Plan (SHP), administered by Aetna Student Health, provides:
- Comprehensive coverage in the U.S. and abroad
- Automatic coverage for Cornell-affiliated international travel (with Travel Registry registration)
- Coverage for urgent and emergency medical care only
- Students typically pay up front and submit claims for reimbursement

Cuba Travel Liability Insurance Coverage
- Prior to your trip to Cuba, make sure to check out the Travel to Cuba on the Global Cornell web page.
- Fill out the AIG_Cuba_Travel_Certification and CUBA TRAVEL – Itinerary and forward both forms to Risk Management for submission to the insurance company for approval.
Please anticipate a minimum processing time of 30 days to obtain the travel certification from the insurance company before proceeding with any travel arrangements to Cuba.
Cuba Travel Certification
The insurance carrier can only offer insurance to individuals under U.S. jurisdiction traveling to Cuba if they are authorized under U.S. law. Authorization is granted by the United States Department of the Treasury’s Office of Foreign Assets Control (OFAC) through either (a) one of 12 general licenses or (b) issuance of a specific license.
The carrier’s ability to fulfill its obligations under the policy depends on the accuracy of this certification. Note that a new Certification is necessary for each trip to Cuba, and a separate Certification is required for each adult traveler.
Failure to follow this process will result in a delay of the approval timeline.
